It does not actually have to be stored in the station. You could construct an orbital car-park, or ships could be hognose tugged to the planet (or something?) for long term storage.

Im not convinced that this is valuable in anything other than an advisory role. If people want to cheat by getting ships they cannot afford, it is easy enough to edit the save file and add money.
